Re-entry Education Agenda for the Poor (REAP) Program

An Alternative to Formal Schooling


The Re-entry Education Agenda for the Poor (REAP) Program is an offshoot of the Angelicum’s Home Study Program. It caters to learners who are determined to finish not only elementary but also secondary education without attending regular classes. Its Home Study Program has consistently remained faithful in the forefront of innovative education in the country. It has continuously offered a mode of delivering basic education to address the following reasons:

  • Inability to cope with school structures, leading to loss of interest in schooling
  • Inability to afford the cost of education and its ancillary expenses
  • Inaccessibility of a school from home
  • Working to augment family income
  • Looking after younger siblings
  • Sharing the responsibility of housekeeping
  • Lingering or chronic illness
  • Physical disability


We envision the Filipino out-of-school youth and adults to finish at least basic formal education through the Angelicum Non-graded System of Education and its Home Study Program by venturing into partnership with and mobilization of different types of institutions to support its implementation.


We commit ourselves:

    • to provide free basic formal and Catholic education for out-of-school youth and adults;
    • to form and develop competent professionals and leaders of our future by educating the out-of-school youth and adults with the help of kind-hearted members of the community in the spirit of volunteerism;
    • to provide a systematic exposure of the community to the context of the poor.


When Angelicum College celebrated its 25th anniversary, Rev. Fr. Rogelio Jose Bautista Alarcon, O.P., its founder, provided opportunities for the Angelicum Administration to thank God for making Angelicum “wealthy” in terms of learners, facilitators, and other employees who have commitment and dedication to service. As a result, the Angelicum Administration thought it best to share its Home Study Program (HSP) with the out-of-school individuals whose right to be educated has long been denied of them because of poverty.  This is Angelicum’s concrete way of acknowledging God’s countless blessings by way of sharing its innovative Home Study Program with the community and the nation.

After two years, the HSP was perceived to be an effective mode of delivering education. Rev. Fr. Rogelio B. Alarcon, O.P. proposed to the whole Angelicum community that after long years of success, it was high time to go out of school and offer a much-needed service to the poor and the needy.

And so, in 1999, the dream of bringing education to all, regardless of status, started. With HSP’s modular approach, there was a great possibility for even poor learners from a far-flung place to study without necessarily attending school every day.

On January 28, 1999, in celebration of the feast day of St. Thomas Aquinas, the patron saint of Angelicum College, the event was highlighted with the launching of the Home Study Program for the Poor. It was a partnership between the college and the government headed by no other than Joseph Ejercito Estrada who was the President of the Philippines during that time. As a gesture of gratitude for his support and for believing in the school’s thrust, the program was named ERAP, which means Education Re-entry Agenda for the Poor.

There were many who availed themselves of the REAP program. In the year 2000, when President Estrada was ousted from his post, the Proponent, with the permission of the former President changed the acronym from ERAP to REAP which is now known as Re-entry Education Agenda for the Poor (REAP).

Mechanics in Implementing a REAP learning site


  1. The partner communities that will adopt the program should have installed and established pool of committed volunteers for easy and smooth implementation of the program.
  2. There should have a clear plan of “After Care Program” for learners once Angelicum College has provided the elementary and high school diploma.
  3. Partner communities should have in-depth knowledge of Angelicum College’s vision-mission and has the commitment to live it out.
  4. Approved partner communities will provide updates/reports to Angelicum College through the Angelicum Community Extension Services Department (ACES). 
  5. Partner communities should notify the ACES if a learner decided to discontinue and or resume with the program.

Criteria of Recognition of Partner Communities

a. Poor urban and rural communities
b. High prevalence of dropped out learners
c. Established volunteers with positive reputation 
d. Solid organizational footing (NGOs and People Organizations)
e. With at least 10-25 ready learners
f. Access road
g. Absence of armed conflict


a. A letter of intent addressed to the Director of Office of Religious Affairs
b. Availability of Volunteer Coordinator
c. Volunteer tutors like teachers (active or retired), other professionals, College students, High school students, anyone who can help the learner understand the learning modules
d. Action Plan and a signed Memorandum of Agreement (MOA) between Angelicum College and the implementing locally-based partner
e. The following documents need to be submitted to the Office of the Registrar of Angelicum College through ACES Department :

    • Duly accomplished Application Form
    • Original copy of latest report card (Form 138)
    • Photocopy of Birth Certificate (NSO copy or Certified True Copy from the local civil registrar)Photocopy of Baptismal Certificate (as applicable)
    • 2 pcs. 2 x 2 ID photo


I.  Process of approving partner community

1. The Volunteer Coordinator should get in touch with Angelicum College to manifest desire and commitment for the success of REAP Program implementation
2. ACES will evaluate the community. Recommendations will then be presented to the REAP Committee for final approval.
3. ACES will send the application forms to the Volunteer Coordinator. Learner-applicants should fill-out the application forms.
4. The Volunteer Coordinator will send back the accomplished forms to ACES for processing.
5. ACES will set the date, time, and place for the placement test, interviews, and program orientation.
6. The guidance counselor/psychometrician from Angelicum College will administer the Placement Test to determine the learning module level of the enrollees.
7. Orientation of the REAP program for volunteer coordinators, volunteer tutors, parents, and learners will be done during the schedule of placement test.
8. ACES will send the Learning Modules to the Volunteer Coordinator for distribution to the learners. Each REAP learning site will be provided with one (1) copy of the printed learning modules in all subjects per level.
9. Studies will begin at the REAP learning site.

II. Essentials on the success of Program Implementation

The REAP program follows the Non-graded System of Angelicum College. A learner’s performance does not receive the conventional grades or ratings, and learners are classified according to the continuous eleven (11) years of schooling. Emphasis is made on mastery learning and not on passing grades. Mastery is determined by an Achievement Test through the learning facilitator’s evaluation.

1. Volunteer Tutors assist the learners in reviewing and studying their modules, check if the learners were able to answer the modular activities correctly, set time and place for them to conduct tutorial sessions needed by the learners, and monitor the learning progress of each learner.
2. When learners have mastered several learning modules covering clustered topics, the Volunteer Coordinator informs ACES of their readiness for achievement test. Achievement test is administered solely by Angelicum College learning facilitators and staff for proper validation to ensure quality learning.
3. Movement from one level of learning to another does not depend on the school year. It depends on the learners having finished all the requirements in all subjects required for the level. Movement to the next level is done anytime of the year to be determined by Angelicum College.
4. An evidence of not having mastered the lesson requires another study and another evaluation.
5. A learner may stop his/her studies at any time, and is allowed to continue as soon as the learner is ready to resume studies.
6. A learner, who has mastered the basic competencies for basic education as prescribed by the Department of Education, will be awarded an Angelicum diploma.

Individual Application
(Angelicum College-Home Study Program Learning Site)


  •  Learners are obliged to report at Angelicum College-Home Study Program as per agreed schedules for the conduct of achievement test and consultation.
  • There should be a signed Memorandum of Agreement between Angelicum College and the learner’s employer (if employed).
  • Angelicum College reserves the right to continue or not the scholarship program for learners after the end of the school year.

1. Criteria for accepting applicants

a. Applicant must have a strong desire to continue and finish basic education.
b. Applicant must be a school drop-out for at least 3 years.
c. Applicant must belong to a poor family.
d. Preferably there is one applicant per family.
e. Preferably the applicant is a Catholic.

2. Application Requirements (prior to approval by REAP committee)

a. Letter of intent addressed to the Director of Office of the Religious Affairs
b. Certificate of indigency issued by the Baranggay
c. Certificate of permanent residency issued by the Baranggay
d. Consent letter from employer (if employed)

3. School Requirements (once approved by REAP committee)

a. Duly accomplished Application Form
b. Photocopy of Birth Certificate (NSO copy)
c. Photocopy of Baptismal Certificate (as applicable)
d. Original copy of Report Card
e. Good moral character from previous school (as applicable)
f. 2 pcs. of 2x2 ID pictures


1. ACES conducts Intake Interview.
2. Applicant submits school requirements as stated in Guideline #3.
3. ACES conducts home visitation to ensure eligibility. 
4. ACES gives Final assessment and recommendation of applicants.
5. ACES presents assessment result to REAP committee for approval.
6. The Director of the Office of the Religious Affairs Final gives approval.
7. Approved applicant fills out application form and submits school requirements to ACES.
8. Applicant takes placement examination and is interviewed by the HSP Guidance Counselor.
9. Final interview is conducted by a Member of the Team-Principal.
10. The assigned moderator gives orientation on the policies and guidelines of Home Study Program.
11. Enrolment follows.
12. Studies begin.

Managing Learning Activity

Approved learners should play a central role in all literacy activities. Therefore, before setting up the schedule for tutorial sessions, it is important to take into account participants’ engagements and activities within their family, employer, and their community.

1. The learner plans and prepares his/her course of action to be done at home or any place where he can study at his own time.
2. The learner considers his own pace of learning and adjust other activities depending on his/her rate of movement or progress.
3. The learner should be creative enough in enhancing his/her ability to understand every module using other sources of information related to the lesson and/or by asking anybody who can facilitate his/her learning.
4. If the learner understands the modules, he/she must prepare for the achievement test to be taken at scheduled time and day in Angelicum College-Home Study Program for monitoring purposes. If the learner needs further explanation, he/she must consult the learning facilitator before taking the test.
5. If the result of the achievement test indicates that the learner has manifested mastery of the lesson, he/she moves forward and takes the next modules.
6. Upon completion of all the requirements prescribed to finish the year level, the learner will move up to the next year level until he/she is eligible for graduation.

REAP Scholar’s Obligations

1. Must shoulder the photocopying of the learning modules
2. Must report to Angelicum College-Home Study Program during Tuesdays
3. Must be able to accomplish at least one (1) subject in a month
4. Must finish all the modules within the prescribed curriculum period
5. Must submit a copy of diploma or certificate of graduation upon completion of the basic education
6. After graduation from Angelicum, learners are encouraged to update the Angelicum Community through the Extension Services Department of his/her status

REAP Scholar Privileges

1. Free full tuition fees for the first academic year (renewable per curriculum year upon compliance with REAP scholar’s obligations)
2. Learners will join the graduation ceremony together with the Regular and HSP learners.
3. Diploma and certificate of graduation will be awarded upon completion of the academic requirements.
