Guidelines on the Educational Service Contracting (ESC) Program

A government assistance program (GASTPE) that grants tuition subsidies to eligible incoming Grade 7 learners for enrollment in participating private Junior High Schools.

Overview

About the ESC Program

The Educational Service Contracting (ESC) Program is a government assistance program that grants tuition subsidies to eligible incoming Grade 7 learners, subject to established eligibility and prioritization criteria for enrollment in participating private JHS.

Goal of ESC GASTPE

Strengthen educational opportunities for learners by:

  • Decongesting overcrowded public junior high schools
  • Providing tuition subsidies to qualified Grade 7 learners
  • Expanding access to quality private education

Mission of ESC

Ensure equitable access to quality junior high school education by:

  • Assisting qualified incoming Grade 7 students until the Grade 10 level
  • Providing government tuition subsidies
  • Supporting learners for four consecutive years
  • Improving access to quality Junior High School education

Conditions & Eligibility

Conditions for the Grantees

To ensure fairness and accountability, ESC GASTPE grantees must observe the following conditions:

  • Grantee must be promoted to the next grade level at the end of the school year
  • Must remain enrolled in an ESC-participating school
  • In the case of UST Angelicum, learners must be enrolled in the Regular Program where students attend regular classes
  • The grant shall not be construed as a scholarship or a tuition fee discount
  • Grantees are expected to maintain a satisfactory level of academic performance

D  Category D — A Closer Look

Graduates from private schools belonging to poor to middle-middle income households. In the Philippines, the Middle-Middle Income Class (for a family of five) earns a monthly household income of:

PHP 55,492 – PHP 97,111 Monthly household income (family of five)

Per capita, this corresponds to monthly incomes between 4 and 7 times the official poverty line.

Rules & Grounds

Eligibility, Responsibilities & Grounds

Ineligibility

Learners are considered ineligible for ESC GASTPE if they:

  • Are not Filipino
  • Are studying or residing outside the Philippines
  • Are enrolling in non-ESC participating schools

Responsibilities of UST Angelicum

As a participating school, UST Angelicum is responsible to:

  • Deliver quality education
  • Meet DepEd standards
  • Ensure proper implementation of ESC
  • Verify and process qualified applicants

Grounds for Disapproval

Applications may be disapproved for the following reasons:

  • Failure to meet eligibility criteria
  • Falsified or misleading information
  • Late submission
  • Incomplete requirements

Grounds for Termination of Benefit

A grantee’s benefit may be terminated if they:

  • Drop out without a valid reason
  • Fail to be promoted or have academic backlogs
  • Are suspended for more than two weeks
  • Are dismissed or expelled
  • Fail to re-enroll
  • Transfer to HSP, non-ESC participating schools, or public schools
